The Internal Affairs Division is responsible for investigating all allegations of misconduct involving members of the Department, as well as complaints or incidents implicating non-sworn members. Division personnel maintain control of sworn members' personnel records. All shields and department identification cards are issued through IAD. Additionally, Division personnel monitor drug-screening tests administered to police officers and probationary police officers, and initiate other specific investigations as requested by the Police Commissioner. The Internal Affairs Division staff is available to respond to any unusual or critical situation involving a member of the Department on a twenty-four-hour basis. The Division maintains a continuing liaison with the Human Rights Commission. Meetings with community-based organizations are conducted upon mutual request. The purpose of these meetings is to promote understanding and cooperation between the community and the Police Department.

Internal Affairs Division personnel also cooperate with the Department's Police Professional Standards Review Committee. This committee consists of eight members: four civilians and four police personnel. Seven of the members are selected by the Police Commissioner and one officer is selected by the Police Benevolent Association. Internal Affairs Division personnel supply the investigative reports for incidents the Committee meetings to facilitate the Committee's operation by providing them with an opportunity to inquire about investigative process.

The Internal Affairs Division consists of one detective captain, one detective lieutenant, three detective sergeants, and one police officer. During 2003 the Division conducted a total 128 investigations, which included complaints lodged against civilian and non-police personnel, as well as random drug screening picks. The following table shows the dispositions of complaints lodged against sworn and civilian personnel.

Definitions of dispositions:
Unsubstantiated - The investigation produced insufficent information to clearly prove or disprove the allegations.
Exonerated - The alleged act occurred but was justified, legal and proper.
Unfounded - The alleged act did not occurr.
DMV Notifications - a notification from the Department of Motor Vehicles of a change in the status of a member's driver's license.
